Cover a deep baking sheet with aluminum foil. Place a cooling rack over the lined pan and lightly grease it with cooking spray.
Pat the chicken wings dry with paper towels. Set the wings aside on a plate.
Place the flour, cayenne pepper, garlic powder, and salt into a Ziploc bag. Place the chicken wings into the bag, seal it, and toss until the wings are evenly coated with the flour mixture.
Chill the wings in the refrigerator on a plate (uncovered) for 45 minutes.
Preheat your oven to 400 degrees.
In a medium microwave-safe bowl, melt the butter, about 1 minute. Whisk the butter with the hot sauce.
Remove the wings from the refrigerator. Arrange the wings on the prepared baking sheet covered with the cooling rack and bake them in the oven for 30 minutes.
Remove the wings from the oven. Using a pair of tongs, flip each wing over. Using a pastry brush, coat each wing with the butter sauce. Place the chicken back into the oven for 10-15 minutes or until an instant-read thermometer reads 165 degrees. Serve immediately with your favorite dipping sauce. Enjoy!
